ANNOUNCEMENT
On the 7th of January, 2024, the Plenum of the Central Committee (CC) of the RKSM(b) devoted to the preparation of the XVI Congress of the RKSM(b) took place. The plenary session reviewed and adopted the Report of the CC, and also resolved a number of questions concerning the organisation and holding of the Congress.
The First Secretary of the CC of the RKSM(b) comrade Zarokov was entrusted to open the Congress. The plenary session proposed to elect a Presidium consisting of comrades Bulatov and Maximova.

ANNOUNCEMENT
XVI Congress of Revolutionary Communist Youth League-RKSM(b) took place on the 7-8th of January.
The Komsomol Forum gathered delegates and guests from different regions of our country as well as from abroad. Due to security requirements and the participation of foreign missions, the Congress was held in a mixed online-offline mode.
The Congress was opened with a speech by Ivan Zarokov, the First Secretary of the CC. He announced the resignation of the current members of the Central Committee (CC) and the Central Control Commission (CCC) and briefly characterised the work of the Komsomol in the period since the previous XV Congress, which had a restorative character.
After the election of the working groups, the delegates and guests listened with great interest to the numerous congratulations addressed to the Congress of the RKSM(b) from friendly foreign organisations. Greetings were sent by the youth organisations of Spain, Italy, Germany, the Netherlands, Sweden, Austria, Greece, Turkey, Tajikistan, Sri Lanka, and Mexico. Alexander Batov, a representative of the Russian Labour Front (RLF), also made a welcoming speech at the Congress.
The report of the Central Committee was delivered by comrade Zarokov. In addition to a report on specific areas of work, it contained a general assessment of the situation in the country and the world. The reporting period was marked by many events that had a great influence on the activity of the RKSM(b), such as the outbreak of the imperialist war in Ukraine, the final ideological and political degradation of the Russian Communist Workers’ Party (RCWP) and the complete break of any and all relations with it. Despite all the difficulties, provocations, pressure inside and outside the country, the Revolutionary Komsomol withstood all the challenges with honour and became the only organisation from Russia that adheres to the principles of proletarian internationalism and is recognised so in the international communist movement.
The report of the CCC was delivered by comrade Bulatov. As a result of the discussion of the reports and the work of the CC and the CCC, the Congress decided to recognise the work of both structures as satisfactory. At the same time it was stated that the fulfillment of the decisions of the XV Congress was affected by the provocations of a bunch of impostors who, with the support of «social-chauvinists», tried to make attacks against the RKSM(b) both in Russia and in the international arena.
The XVI Congress of the RKSM(b) adopted important documents that clarify the political line of the Revolutionary Komsomol in the changed conditions. In particular, the resolution «On the attitude to the RCWP» states the break in relations with this party and makes appropriate changes in the program and statutory documents of the RKSM(b). The resolution «On the attitude to the RLF» defines the Russian Labour Front as the closest ally of the Revolutionary Komsomol.
Special resolutions of the Congress defined the key areas of activity for the coming reporting period – theoretical training, tactical and sporting work, direct agitation and propaganda work. Meanwhile, it was emphasised that sports work is not a goal in itself, but an instrument of propaganda and involvement of young people in the activities of the RKSM(b).
Delegates of the Congress from different regions of the country spoke in detail about their activities, the difficulties encountered, shared their experience of propaganda work among the youth – from literary evenings to a strikeball club, from circle classes to the «school of agitator» organised jointly with the RLF. Interesting additions were made by representatives of the Komsomol’s foreign branches.
A serious discussion on the question of education of newcomers to the Komsomol took place. The Congress decided to open a school for candidates for membership in the RKSM(b). This requires the development of appropriate training courses and actualisation of the questions of the candidate examination.
The delegates paid much attention to the issues of strengthening discipline and regional construction. Appropriate decisions were made, and some issues were left for the discussion amongst all the Komsomol’s members.
The Congress discussed in detail and adopted amendments to the Statute of the RKSM(b) aimed at strengthening the organisation in the conditions of intensifying trend towards fascism in the Russian Federation.
The Komsomol forum also decided to hold a «Leninist draft» to the ranks of the organisation in 2024 — the new members of the Central Committee are responsible for the implementation of this campaign. Also, it was emphasised that the admission of new comrades to the RKSM(b) does not mean a reduction in the level of requirements for them.
On the second day of the Congress, a cultural and historical program was presented to the delegates and guests. It contained unique photos and videos devoted to the long history of the Revolutionary Komsomol. The audience watched the footage of the First (founding) Congress of the Russian Communist Youth League (bolsheviks), reportage on high-profile actions of different years, saw the fragments of the materials of the trials that were unleashed by the bourgeois dictatorship against the Revolutionary Komsomol in different years. These materials allow the members of the Komsomol to analyse more deeply the history of the organisation, its achievements and mistakes.
After considering all the proposed draft resolutions, the XVI Congress of the RKSM(b) elected a new staff of the CC and the CCC.
The work of the Congress ended to the music of the Internationale – the anthem of the communists all over the world, which is relevant today more than ever.
